The manual is available from a variety of online sources, including the OFCCP website.Back to topThe Federal Contractor Selection System (FCSS)The OFCCP uses the Federal Contractor Selection System (FCSS), a mathematical model intended to select contractors for compliance evaluatio ns who are most likely to be in violation of affirmative action laws. DOL describes the FCSS as an administratively neutral selection system that uses multiple information sources and analytical procedures to identify Federal contractor establishments for evaluation. See Federal Contractor Selection System (FCSS) Questions and Answers. The OFCCP uses a twice-yearly cycle for scheduling compliance evaluations. For example, in fiscal year (FY) 2009, it released 2500 names on October 1, 2009 and 5000 names on March 9, 2009. The OFCCP regional offices work through the lists methodically and offices may continue to schedule using these lists through September 30, 2009 (the end of its FY). The FCSS is notlage the only mechanism that the OFCCP uses for selecting contractor establishments for evaluations. Under ACE, the OFCCP will audit a larger amount and greater scope of material during each compliance evaluation than it has in the past. A traditional compliance evaluation under ACE will include one or more of the followingCompliance Review (This proceeds in three stages desk audit, on-site review and off-site analysis. A full compliance review consists of all three stages).Compliance CheckOff-site Review of RecordsFocused ReviewPre-award Compliance EvaluationBack to topDesk AuditsDesk aud its are considered a major part of a compliance review. Under ACE (see above), every compliance evaluation must include a desk audit, no matter what other methods of investigation are used as well.The contractor will receive a scheduling letter requesting information. The contractor should review its government contracts to ensure that it is indeed covered and it should advise the OFCCP if it does not believe it is a covered business. It should tell the OFCCP if none of the contractors facilities or corporate entities has any government contracts or the contractor does not otherwise meet the threshold requirements for developing an Affirmative Action Plan (AAP). The OFCCP has the burden of proving coverage and the contractor is not obligated to provide any information until coverage is established.Before submitting any documents, the company should conduct its own internal desk audit to verify that it is in compliance with the laws and regulations. The contractor has 30 days to prov ide the requested information. An equal opportunity specialist (EOS) from the OFCCP will review the contractors AAP and supporting documents (away from the work site) to determine whether the contractor is in compliance. The EOS has 60 days to review the materials.Sometimes, the OFCCP offers to provide technical assistance to the contractor. Receiving technical assistance will not preclude a finding of deficiencies nor will it prevent the imposition of remedies for any discrimination found by the agency. Thus, contractors should consider carefully whether to accept the OFCCPs offer of technical assistance.The EOS will first consider whether the contractor has made reasonable efforts to develop an acceptable AAP. If the AAP is seriously deficient, then the OFCCP will issue a notice to show cause and the evaluation will be suspended. If the EOS finds reasonable efforts to create an AAP, then he or she will determine whether the AAP is acceptable. The AAP review period generally covers at least one full AAP year.Under the acceptability phase, the EOS will considerWhether the contractors workforce analysis complies with the technical requirements.Whether there are workforce areas where minorities and/or women are concentrated or underrepresented.The contractors job groups, availability analysis, goals and efforts to meet the goals.Whether the contractors AAP satisfies all of the federal contractor affirmative action statutes and regulations.In Impact Ratio Analysis the OFCCP will review the contractors personnel practices, (such as hiring, promotion, and termination practices), to determine whether adverse impact on females or minorities exists. As they scan resumes, theyre looking for keywords that show them this person should be moved to the next level instead of the circular file.In addition, mora than three quarters of employers rely on keywords to narrow their vast applicant pool to choose the most promising and bring them to the interview stage. Many companies today use an applicant tracking system (ATS) to filter through resumes. They enter position descriptor k eywords into the search criteria and may immediately cull 4,000 resumes down to 76.The mora must-have keywords they see in that brief scan, the more likely that candidate will move to the next stage and land a phone or face-to-face interview. Writing resumes that get you hired is all about how you display information and what keywords you use, no matter how experienced you actually are.Identify with keywords.So how do you identify these keywords? Look at the job posting. The job description lists must-have qualifications for applicants.Some of these might be the name of the city where the position is based, specific skills, required foreign languages, programming languages, or educational degrees.Once you have identified these keywords, use them early and often in your resume.In addition to using these words often and as near to the top of your resume as possible, use them in your cover letter.Fitting in the most important keywords without appearing to keyword stuff your cover lette r is an art. Harold must find all the pages of his notebook and all the parts of the broken shrinking machine but first he must stop a tiny alien race, the Nanoids, who have been stealing his technology.This might sound like a plot of a science-fiction film, but it is the storyline for Geckoman, an online video game developed by Northeastern University researchers at the Center for High-Rate Nanomanufacturing (CHN), with funding from the National Science Foundation and 15 Days LLC, a company founded by Northeastern alumni and faculty.Geckoman teaches the basics of nanotechnology to middle-school students. The kids cant go from one level to another without learning some principles. They have fun and learn at every level, says CHN director Ahmed Busnaina. The William Lincoln Smith Professor of mechanical and industrial engineering at Northeastern has been teaching undergraduate students for over 27 years now and believes that if done correctly, gaming can be a very powerful teaching tool.Solving ProblemsGame-based learning has been riding a wave of popularity in schools and colleges in recent years. For instance, mechanical engineering undergraduates at Northern Illinois University learn principles of computation and simulation by playing a cars-theme video game. Shortfall, another game developed at Northeastern, teaches students how to run a manufacturing business by balancing suppliers, negotiating contracts, and reviewing sustainability factorsall in a virtual environment. Foldit, developed at the University of Washingtons Center for Game Science, challenges players to learn about the shapes of proteins and compete online to fold them into the most efficient shapes. Image MITWhile educational institutions are considering implementing video games in learning, parents are being cautious about the excess screen time children spend strategizing how to beat the next level of World of Warcraft. So are video games turning children into zombies or can they really be used as an education tool?It is not about what games do, but what they can and would do, says Eric Klopfer, associate hochschulprofessor of education at Massachusetts Institute of Technology (MIT) and director of the MIT Scheller Teacher Education Program (STEP). There are certain facts about science that engineers should kno w but those facts have much more meaning when you use them to solve problems. Video games challenge players with difficult problems and motivate the players to solve problems, he says.Science EducationVideo games can enable STEM education from elementary school all the way through college as they teach skills such as analytical thinking, multitasking, strategizing, problem-solving, and team building. Traditional learning has provided superficial learning through text books. Games are best at teaching a deeper level of learning, says Klopfer. His team at MIT builds and design games in life sciences and math for younger kids. They have built several physics-based games, such as Woosh and Waker, in conjunction with the GAMBIT game lab on campus. Our latest initiative is a project, MMOG, a multiplayer online game in collaboration with Gates foundation to teach high-school biology and math, he informs.Busnania says that students have a preference to learn through game play over conventio nal lecturers and the results of student play tests conducted for Geckoman indicate that they are learning new concepts. The Donahue Institute at the University of Massachusetts did a preliminary evaluation of the game. Three groups of students who played Geckoman were asked to complete content-specific pre-tests before they played the game and post-tests after playing the game. The difference between pre- and post-tests showed that the game was successful in helping students learn the science concepts presented in it.The Next LevelVideo games represent the kind of interactive and self-paced learning that people see as a future guided by technology. Klopfer says, however, games cant replace traditional teaching methods. I dont think games should be the only component. Games do provide students the opportunity for self-learning but students need guidance and mentorship. The role of the teacher here is not diminished but becomes more challenging and interesting in helping the students to learn with this kind of medium, he explains.According to Klopfer, games are being used more in basic sciences than engineering right now, so theres still opportunity in developing games to teach engineering concepts. A promising new frontier lies in using games-based learning to better prepare students for careers in STEM-related fields. Authentic people, on the other hand, are accountable. They understand that they - and no one else - are responsible for their own lives, so theres no point in complaining.Theyre internally motivatedAuthentic people dont sit at their desks thinking, Well, if my boss would just make this job worthwhile, Id do a better job.
